  Simple

  If it's just a case of creating a QR code which you can use to send people to a URL, or even distribute a simple file etc, then there are plenty of sites where you can generate one - e.g. https://www.qr-code-generator.com/.
  
  Pretty much all devices will work with them (although some older Android phones will not pick them up automatically from the camera and might need an app such as QR Droid installed, so it's best to advise this on your point of interaction if possible).
